SHREVEPORT, LA (KTBS) — In the final days of Officer Chateri Payne’s life, it appeared she was moving on from a toxic romance with Treveon Anderson.
She’d just graduated from the police academy. Her first field training officer described her as, “better than most of the people he has trained as she picked up on everything so quick.”
Payne’s mother told investigators her daughter was about to move out of the house she shared with Anderson; she’d put down a deposit on a new apartment and was supposed to pick up the key on Jan. 15.
Payne was killed Jan. 9.
She was shot in the head in the driveway in front of the house on Midway Avenue as she got in the car to start her night shift.
Payne was on the phone with her grandmother, Pamela Wilson, when it happened. The line muted at the time, so Wilson did not hear the deadly gunshots.
Chilling details like this are revealed in hundreds of pages filed by prosecutors with the Caddo District Court in their case against Anderson.
He’s charged with second-degree murder and conspiracy to commit second-degree murder. Anderson has pleaded not guilty.
Anderson’s cousin, Lawrence Pierre II, and a friend, Glenn Frierson, are also charged in the homicide. Prosecutors accuse them of helping Anderson plan the killing and hide the weapon.
Anderson’s case file includes deleted text messages and Google searches from the days and minutes before the shooting, as well as interviews with investigators. It all tells the story of a planned-out murder of a woman trying to escape an abusive relationship.
In police interviews conducted after her death, Payne’s mother, Lakeitha Hudson, told investigators that Payne and Anderson had been a couple for three years.
Hudson said Anderson treated her daughter poorly, “(treating) her like a child,” accusing her of infidelity, taking her cellphone away and not allowing her friends to come to the house.
Wilson and Hudson told investigators that Anderson broke Payne’s police radio. (One of Payne’s colleagues told investigators he asked her about the broken radio and she replied, “Let’s just say I sat on it and leave it at that.”)
The officer’s family members weren’t the only ones aware of her personal struggles.
According to interviews with Payne’s colleagues she confided in them that she wanted to leave Anderson.
Cpl. Stephen Gipson told investigators, “Payne had told him that she did not want to marry Treveon and that she wanted to move out.”
The police report detailing that interview went on to say, “Gipson described that he could tell that she was emotional and there was an urgency for her to move out.”
Gipson said he even offered to help Payne look for apartments.
In another interview, Detective Gatson told investigators Payne had told him during the Independence Bowl that Anderson had cheated on her and that she was looking for a new apartment. Gatson said he advised her to “get out of that situation.”
While Payne disclosed to her family and colleagues that she planned to move out of the home she shared with Anderson and their young daughter, Pamela Wilson told investigators Anderson had other plans.
She said that her granddaughter told her in December that Anderson said “he would kill her first before she left.”
Wilson and Hudson declined to be interviewed by 3 Investigates.
Investigators also got a warrant to go through Anderson’s phone. There, they found multiple deleted Google searches.
Search terms included:
“Shooting insurance”
“Does Aflac pay for gunshots”
“Accident insurance”
“Gunshot wound to arm”
“Gunshot wound to leg”
“Can you die from a gunshot to leg”
Affidavits in the file also reveal a series of text messages between Anderson and Pierre that were exchanged before Payne was killed.
On Jan. 8, Pierre texted Anderson, “Let’s knock it out tomorrow.”
The next day, the two cousins had this exchange:
7:40 p.m. – Anderson – Cool Shower
7:49 p.m. – Anderson – let me know when you out
7:49 p.m. – Pierre – I’m almost out give me 2 minutes
7:50 p.m. – Anderson – Bet she putting on clothes
7:50 p.m. – Pierre – Bet
7:54 p.m.- Anderson – She jus about done
Anderson calls Pierre at 8:01 and again at 8:02
8:03 p.m. – Anderson – Bet jury up while she gone
8:03 p.m. – Pierre – Bet
8:05 p.m. – Anderson – How far jus call on her way
8:13 p.m. – Pierre – yeah
8:14 p.m. – Anderson – should be coming down
8:16 p.m. – Anderson – outside
Officer Chateri Payne was shot at 8:18 p.m.
The City of Shreveport, on behalf of Payne’s family, applied for benefits from state and federal programs that pay survivors of fallen officers. If approved, the family could get up to $500,000.
Anderson’s next court date is set for July 16.
